Use "Check Names" to search multiple address books.

In our organization we have a global address list that contains all the company contacts, In addition I have my Contacts.  When I use "Check Names" Button it only searches the global address list for names.  I have to select the "To:" button change the Address Book drop down, and search in Contacts to find the name.

Is there a way to search ALL address books at once?

OR

Have "Check Names" check all address books?

Unfortunately no. It will only search the Address Book that you select.

It should search books, but only until it finds a match. If a match is found in an address book, then it stops when it reaches the end of that address book. If it doesn't find a match, it moves to the next address book.

No, you can't make it keep going, other than by being more exact in the search term - instead of searching for mary or mary s, search for mary smith.
